Stephen M. Godek

Stephen M. Godek brings more than 35 years of experience in administrative law, litigation, and regulatory compliance to his practice. He recently served as a Board Member (Administrative Appeals Judge) on the U.S. Department of Labor’s Administrative Review Board, where he authored and decided precedent-setting cases on labor law, whistleblower protections, employment discrimination, immigration, and federal sector employment matters.

Experience

Previously, Judge Godek was appointed to the Departmental Appeals Board at the U.S. Department of Health & Human Services (HHS), later serving on the HHS Medicare Appeals Council. In these roles, he presided over complex Medicare and Medicaid coverage and reimbursement disputes, enforcement actions, and compliance appeals involving billions in federal program expenditures.

Earlier in his career, he served as Senior Counsel to the HHS Office of Inspector General and the Office of General Counsel, where he led high-profile health care fraud, False Claims Act, and research misconduct investigations, often in collaboration with the U.S. Department of Justice. He also represented corporate clients in private practice with leading Washington, D.C. law firms and has taught research ethics at Princeton University and presented at national legal conferences.

Judge Godek’s work has been recognized with multiple Exceptional and Outstanding Achievement Awards. He is a graduate of the University of Virginia School of Law and clerked for the Chief Judge of the U.S. District Court for the District of Delaware.

Today, he leverages his unique perspective as a former federal appellate judge, senior government counsel, and private sector advisor to deliver pragmatic, strategic solutions for clients navigating complex regulatory, compliance, and litigation challenges.
